The Sate Department has confirmed on its toll-free emergency consular services number that U.S. citizens being evacuated on U.S. chartered emergency flights out of Egypt will not be allowed to bring pets. Pets will not be permitted on evacuation flights.

The Companion Animal Protection Society is looking into a possible violation of the Pets Evacuation and Transportation Standards Act of 2006 which includes household pets in any U.S. evacuation during a disaster. The law mandates that evacuation plans must take into account the needs of individuals with household pets and service animals prior to, during, and following a major disaster or emergency.

The statute was passed after thousands of pet guardians refused to evacuate without their animals in New Orleans during the Hurricane Katrina disaster. The "no pet" policy was decried by the entire animal welfare community, which rushed to deliver aid to abandoned animals during the emergency.

Today, there are no U.S. chartered flights leaving Cairo and U.S. citizens are on standby for flights which might depart on Saturday. According to the State Department, there are seats available today on commercial flights leaving Cairo for the United States. Current customs regulations, however, require that animals flying in cargo or in cabin must have a valid international health certificate completed within ten days of arrival in the U.S..

According to Joyce Tischler, Animal Legal Defense Fund founder and general council, “The tragedy of Americans in the midst of disaster being forced to choose between leaving their beloved animals and remaining in harm’s way spurred significant legislation in the wake of Hurricane Katrina, designed to ensure that families can evacuate without leaving behind their four-legged members. Americans consider their pets members of their family; they should not have to choose between fleeing the current violence in Egypt and abandoning their animals .”

There are no current provisions for animals belonging to U.S citizens in Egypt at the time of this reporting.

This sucks, but it really doesn't fall under the PETS act because it doesn't have to do with a state wanting FEMA funds. The PETS act, "require states seeking Federal Emergency Management Agency (FEMA) assistance to accommodate pets and service animals in their plans for evacuating residents facing disasters."

Shelter dogs who were on the euthanasia list, or "red list" in California shelters welcomed by a team of rescuers for the Companion Animal Protection Society and the Santa Cruz SPCA. In video, Carole Raphaelle Davis, Mireile Rudeau and Jocelyne Dechaume of CAPS.

The rescued dogs were held up at the Nice airport for over three hours because of administrative complications having to do with micro-chips. The dogs had been each micro-chipped twice, once per regulations in CA shelters and again, for entry into the E.U.. This is the first rescue of its kind done in France.

The Companion Animal Protection Society, the Santa Cruz SPCA , the Société Défense des Animaux and Air France airlifted little death row dogs from Los Angeles shelters to Nice, France, where they were welcomed like stars on the famous Promenade des Anglais.

These dogs were to be killed because of the pet overpopulation crisis we are experiencing in the United States. In France, they do have a dog abandonment problem but there is a dearth of small, young adoptable dogs. In the U.S. we kill 5 million companion animals in our shelter system every year.

These dogs were vaccinated, sterilized, micro-chipped and quarantined 21 days before their departure for Nice, France. This effort is an attempt to educate the public about spay/neuter, about the concept of adoption and about puppy mills.

The pet stores of the Côte D'Azur are supplied by puppy mills and the people who could not find small adoptable dogs are buying puppy mill dog in these stores. There is a significant puppy trafficking business in the EU and CAPS is currently investigating the breeders and the pet stores they are supplying on the Riviera.

Riviera Rescue marks the internationalization of the Companion Animal Protection Society, which plans to expand its investigation of puppy mills and pet stores in the EU by working with lawmakers, law enforcement and local animal welfare organizations.

Barbie, the little black Chihuahua who was red-listed at the Baldwin Park shelter has been adopted by Claire Maury and renamed Cali, short for California. This adorable little Riviera Rescue girl has lucked out and is loving her new French life. She'll always be safe, her new mom is a nurse! Here she is, soaking up love in the arms of her new family instead of getting the needle in an Los Angeles shelter. She sends a big thank you tail wag to the Santa Cruz SPCA and to Ric Browde for getting her out of there. Welcome to Nice, Cali!

Mickey (below, center) has been adopted by Marcy Laturno and her boyfriend Bon! Check him out in his French bed, with his French ménage à trois (the 2 lucky Yorkies in the bed with him) in his new French digs!

Mickey celebrated last night at a special Riviera Rescue champagne cocktail. He ran around like a happy madman. We are all so pleased for him!

Marcy and Bon have given little Micky the jet-set life on the Riviera. Marcy is in the yacht business and Mickey is going to be stylin' on the Côte D'Azur.

His new family lives one block from the Parc Mozart, in the heart of Nice, where he goes every evening to hang out with his other Riviera Rescue buds. Welcome to Nice, Mickey!

HoneyBee (below), the little Lahsa Apso who was on death row in an L.A. shelter has been adopted into the loving home of Madame Collado. HoneyBee was the supermodel of Riviera Rescue and she has been pouncing and trotting and skipping down the Riviera garden path since her adoption. She lives with Madame Collado and her new sister, a King Charles Spaniel. The two of them play all day together in their private garden, sleep in bed with their mom and come to the Parc Mozart every evening to catch up of their Rescue Riviera buddies. "She's pure joy, she's the joy of my life," says Madame Collado, with tears in her eyes.

Gumdrop has dropped into the artistic and loving home of Julia Martinez and her daughter. Julia, a native of Mexico who moved to France when she was a young girl, is a local painter. She has renamed Gumdrop Guimauve, which means marshmallow. "He never leaves my side--I've never been so happy," says Julia. "He sleeps on the pillow above my head at night and he is the most loving dog. I'm happy, happy, happy." We're happy for you, Guimauve. We have a feeling he will be sitting for his portrait soon enough and will not only be hanging around Nice but his portrait will be in galleries. This weekend, he went with his new mom to Avignon and will be going to the theater. When he comes home from his Provencal holiday, he'll be meeting us for tea in Nice.

Dinky, renamed Charlie, was the saddest of the Riviera Rescue dogs. He was covered in matts and ticks, according to an email we received from a volunteer who works with the Santa Cruz SPCA. He was skinny and had lived a very hard life in a puppy mill. We discovered that he had been debarked by the cruel people who abused him and dumped him at Kern animal control. After being in foster care with our friend Richard Drevon, Jocelyne Dechaume and her husband Jacques decided they wanted to adopt him. Jocelyne is one of the heroes of Riviera Rescue. She was the first one in Nice to offer help and even came to the airport to clean cages and smooth out the administrative problems we had to deal with. Charlie sleeps in bed with the Dechaumes and their little Yorkie, Angie, and he has blossomed into a happy, bouncy little dog. "He's a smart little dog," says Jacques Dechaume. "I'm going to take him to work with me. He's discovering everything for the first time." It should be an interesting life for little Charlie, because his new dad is a maritime insurance investigator. He'll be yacht hopping on the Riviera. His new mom can't stop holding and kissing him. "His life is going to be all kisses and love from now on," says Jocelyne.

Nice, France---July 1, 2010--Last night, after a long flight, the little dogs of Riviera Rescue made their appearance on the famous Promenade Des Anglais, in the heart of Nice. They had a very long flight, were stuck in their crates the entire time, while they went through transit in Paris on the way to the South of France. When they arrived, the sun was setting over the Bay of Angels and local animal welfare advocates were there to greet them. These are a few photos of their arrival. Everyone was so very happy. The dogs are sleeping off their jet lag today in foster homes.

A huge thank you to Lisa Carter of the Santa Cruz SPCA, Dr. Jen Hendee, who stayed up so late on many nights figuring out the incredibly difficult administrative madness, Mireille Rudeau, the CAPS assistant who did some big heavy lifting, smoothing over the rough patches, Patrick Villardry, the fireman and disaster response president of the SDA (this was just a little less difficult than his recent efforts in Haiti), Jocelyne Dechaume, who smoothed the perenially ruffled feathers of our local administration, Zouina Belkhami, who helped organize, Robert van Voorthuysen of KLM/Air France, Christine Lascaux of Air France, Clémence Razeau, Fred Markarian, Richard Drevon...the list goes on and on but I just wanted to post a few pics for everyone to see that the dogs are safe, happy, in perfect health, in good hands and resting.

They are ALIVE!

Arrivés hier soir à Nice, les toutous étaient en passe d'être euthanasiés aux Etats-Unis en Californie

21 heures hier sur la promenade des Anglais. Six petits chiens descendent en apparente bonne forme d'une camionnette. Bloqués plus longtemps que prévu à l'aéroport de Nice en raison de problèmes administratifs, ils ont atterri cinq heures plus tôt en provenance de Los Angeles. Et aux yeux de la trentaine de personnes venues à leur rencontre, ils font figure de miraculés.

Gumdrop, Dinky, Chester et les autres étaient promis à la mort. Comme cinq millions de chiens par an aux États-Unis, selon les chiffres fournis par une association américaine, ils devaient être euthanasiés à l'issue de trois jours passés dans une fourrière municipale.

Ils y ont échappé grâce à l'association « Companion animal protection society » qui, avec l'aide de donateurs privés, a organisé leur transfert en France.

Tout le monde ne s'en félicite pas

Sur quel critère s'est opérée la sélection ? « Ce fut très difficile, on a dû constituer une sorte de liste de Schindler, explique Carole Davis, une des responsables de l'association US. On a privilégié les chiens les plus faciles à adopter, ceux de race, âgés de moins de trois ans et pesant moins de six kilos. »

Placés dans un premier temps en quarantaine sur le sol américain, mesure destinée à s'assurer de l'absence de maladies, les six chiens ont été stérilisés et vaccinés.

Avant de prendre un vol de la compagnie Air France qui a consenti, pour l'occasion, un tarif préférentiel. Pris en charge à l'arrivée par plusieurs associations, dont la Société de défense des animaux de Patrick Villardry, certains vont être placés en famille d'accueil, d'autres directement adoptés.

Également soutenue par l'adjointe au maire déléguée à la protection animale, Andrée Alziari-Nègre, l'opération ne fait pas que des heureux. Sur le trottoir de la Prom', plusieurs personnes la dénoncent bruyamment. « On amène des chiens de l'étranger alors qu'il y en a déjà trop sur la Côte d'Azur », s'insurge ainsi Monie Schilling, médecin à la retraite. « Comme s'il n'y avait pas assez de déjections », renchérit, à ses côtés, Geneviève Rey qui habite le quartier du Parc Impérial.

D'autres transferts devraient pourtant intervenir. « En temps normal, avance Carole Davis,500 000 Californiens se séparent chaque année de leur animal de compagnie dès lors qu'ils s'en lassent et le jugent encombrant. Si cette triste réalité n'épargne pas la France, elle y atteint une moindre ampleur. Avec la crise frappant durement les États-Unis, le nombre d'abandons devrait, là-bas, doubler. Nous avons l'obligation morale d'intervenir... »

Rescued From LA Shelter: Dogs Get an Airlift to the Riviera From CAPS

The United States and France have a historical relationship like no other— we are more than allies, our nations are friends who share the same values. Both American and French people share a deep love of dogs and both nations are committed to treating man’s best friend with compassion.

This year has been a tragic year for dogs in the U.S.. In a normal year, 5 million companion animals are euthanized in our nation’s shelter system because there aren’t enough homes for them. This year, America’s severe economic downturn has had a devastating effect on dogs and when the euthanasia numbers are tallied, they will likely double . Hard-working people have lost their jobs and their homes and sadly, many of them are being forced to surrender their dogs to the shelter.

Under harsh new measures passed in California, the budget cuts are killing pets. The holding time for dogs in the shelter system has been reduced from 6 days to 3, meaning that if someone does not adopt these animals within the allotted time, they will be killed.

We have an urgent crisis that demands action.

The Companion Animal Protection Society has joined the Santa Cruz SPCA and the Societé Défense des Animaux to mobilize a rescue program that will take adoptable dogs out of certain death in over-crowded California shelters and airlift them to France, where they will be placed in adoptive homes. Why take American homeless dogs to France when France has its own abandoned dog problem?

According to French animal welfare associations, there is a dearth of small, adoptable dogs that are suited to city dwellers in France. Because of the lack of adoptable small dogs in French fourrières or shelters, dog lovers are buying animals in animaleries or pet shops, furthering the suffering of animals bred in dog factories.

If the choice of small adoptable dogs is made available, ethical dog lovers will step forward to help. In America, there is such a surplus of small adoptable dogs, 25% of them purebred, that shelters are killing them (for lack of space) and in France, there are not enough small adoptable dogs and there are people who would gladly adopt them. With such an equation, how could we not save these lives? We have an obligation to step forward to save them. And that's what Riviera Rescue/ Sauvetage Riviera is going to do with your help.
Riviera Rescue/ Sauvetage Riviera is a program that pulls a manageable number of small adoptable dogs at a time. The dogs are sterilized, micro-chipped and vaccinated, quarantined for 21 days, treated (if needed) for respiratory infection or parasites and then flown from death row to freedom in France. We are planning the first Riviera Rescue this summer, with French and American media covering the story. A film crew will be documenting the rescue from the worst Los Angeles shelters of seven lucky dogs who will survive. It ill not be easy to make the difficult choices of which dogs will get the reprieve—it will be like Schindler’s list. But one successful Riviera Rescue will join French and American dog lovers in an important mission. Once the first seven have been rescued, we will be ready for the next airlift.

La France et les États-Unis ne sont pas seulement des amis et des alliés fidèles. Nos deux pays sont des acteurs de premier plan sur la scène mondiale de la protection des animaux et, à ce titre, nous devons travailler ensemble si nous voulons réussir à perpétuer notre tradition de respect et de compassion pour les chiens.

Chaque année aux États-Unis, cinq millions d'animaux de compagnie sont euthanasiés dans les fourrières municipales car il n’y a pas suffisamment de foyers pour les accueillir. Cette année, la crise économique a eu un effet encore plus dévastateur sur le sort de nos amis canins. Des dizaines de millions de propriétaires de chiens paient le prix fort d’une crise qui échappe à leur contrôle et l’impact de la crise va au-delà de la perte d’emplois et de revenus. Ce triste phénomène force une population économiquement fragilisée à abandonner à contrecœur ses animaux de compagnie bien aimés.

Le nombre de chiens euthanasiés va battre tous les records cette année.

La Californie est un des états les plus touchés. Les fourrières, qui déjà ne pouvaient garder les animaux de compagnie que pour une durée de six jours avant de les euthanasier, sont maintenant sujettes à de nouvelles mesures fiscales qui ne donnent plus que 72 heures aux animaux avant la mort.

La Companion Animal Protection Society (CAPS) s’est alliée à la Société Défense des Animaux à Nice et la Santa Cruz SPCA afin de mobiliser un programme de sauvetage. L’objectif du Sauvetage Riviera est de libérer les chiens adoptables d’une mort certaine dans les fourrières surpeuplées de Californie et de les transporter par avion en France, où ils seront accueillis par leurs familles adoptives choisis par CAPS et la SDA.

Pourquoi amener en France des chiens sans abris américains quand la France a déjà son propre problème de chiens abandonnés ?

Selon les associations françaises de protection des animaux, il existe une demande pour les chiens adoptables de petite taille. Ces animaux, qui sont parfaitement adaptés à la vie d’appartement, sont rares dans les fourrières de l’hexagone. En conséquence, les français prennent souvent la décision de les acheter dans les animaleries. Cette décision perpétue l’existence des usines à chiens, ces lieux d’élevage surpeuplés et insalubres qui se spécialisent dans la production massive de chiens. En France, comme aux États-Unis, les animaleries sont fournies par ces sordides usines à chiens où les animaux sont victimes de négligence et de cruauté.

Il existe une solution : les fourrières de Los Angeles débordent de jeunes chiens qui pèsent moins de six kilos, dont vingt pourcent sont de pure race. En rendant ces chiens de petite taille disponibles à l’adoption en France, le programme Sauvetage Riviera aide et encourage le public à faire le choix moral d’éviter les animaleries et de sauver ces animaux d’une mort certaine.

Nous avons une obligation morale : c’est notre devoir d’agir.

Riviera Rescue/ Sauvetage Riviera est un programme de secours qui sauve des fourrières américaines un nombre abordable de chiens à la fois. Ces chiens seront traités par un vétérinaire agréé du département d’agriculture américain (USDA), stérilisés, vaccinés, mis en quarantaine une semaine avant leur départ et implantés d’une puce électronique selon les normes des lois douanières de l’Union Européenne.

La première opération de secours sera mise en place cet été. La tâche sera ardue. Il faudra prendre une décision déchirante : certains chiens seront sauvés, et tristement, beaucoup d’autres ne le seront pas. L’évènement sera couvert par la presse américaine et française, ainsi que par une équipe documentaire qui suivra la bonne fortune des chiens sauvés, de leur libération des fourrières de Los Angeles jusqu’à leur transport aérien et leur joyeuse arrivée dans leur nouvelle terre d’accueil : la France.

La première opération Sauvetage Riviera unira ainsi la France et les États-Unis dans une mission importante. Mais la tâche ne s’arrêtera pas là. Avec l’arrivée constante de nouveaux chiens abandonnés dans les fourrières de Los Angeles, nous pourrons développer l’ampleur de notre mission afin de sauver des vies et d’éduquer le public sur les mérites de l’adoption.

Nice, France---A general strike of airport employees has delayed the trip for our seven little Riviera Rescue dogs. They are safe and sound with the Santa Cruz SPCA, waiting to fly to Nice. CAPS received news of the strike and measures were taken immediately to ensure the safety of the dogs--we weren't going to take any risks by sending them from San Francisco, where they will be departing from, to Paris, where they might be stuck in their crates for longer than they have to.

We all want what is best for these little guys and there was a possibility that if they got to Paris in the middle of a general strike, there would be no one to care for them while in transit.

CAPS, SDA and the Santa Cruz SPCA decided jointly that it would be wiser to send them at a time when we can be sure that they will be under proper care during transit in Paris in order to make their connection flight to Nice. The administrative complications are extreme, as the Riviera Rescue dogs must have all their paperwork done by a special veterinarian within 48 hours before departure. Therefore, they will now be leaving on Tuesday, June 29th, to arrive in Nice at 17:15 on Wednesday, June 30th.

Foster families have all been advised and are on hold for the arrival. The local animal welfare community in Nice, France is mobilized to welcome them at the airport. Everyone is very excited.

Le voyage des chiens du Riviera Rescue à été raporté à cause de la grève. Les chiens étaient prets pour partir ce soir, pour arriver demain, mais la CAPS, la SDA de Nice et la Santa Cruz SPCA ont décidé de ne pas prendre de risques. Les chiens vont maintenant partir de Californie Mardi soir, pour arriver à Nice Mercredi le 30. Ils sont tous actuellement dans la pension, en quarantaine à Santa Cruz.

Ils seront examinés de nouveau par le vétérinaire d'état en Californie 24 heures avant leur départ, et en suite, le grand voyage! Nous ésperons vous voir tous à l'aeroport de Nice Mercredi le 30 pour accueillir ces petits chiens de la fourrière Californiene.

Gumdrop is the latest California death row dog to be rescued by CAPS, Santa Cruz SPCA and Societé Défense des Animaux! This little guy is just two years old weighs ten pounds. He is currently being vaccinated, micro-chipped and quarantined for his flight to freedom in France...for a LIFE in Provence! Isn't he adorable? And to think that he was dumped in the pound and was going to be euthanized. Now he is safe, thanks to generous donations from people like you. Within days, he will be packin' his bags and flying to the Riviera, where he will learn to bark in French!

Monsieur Gumdrop (Bonbon en Anglais) est un des chiens sauvé par CAPS, la Santa Cruz SPCA et La Societé Défense des Animaux! Bonbon (Gumdrop) à 2 ans et ne pèse que 4,6 kg et ce jeune homme élegant prépare ses baggages pour venir habiter en France, grâce à la générosité des donateurs. Il était sur la liste rouge, en danger d'euthanasie dans la fourrière en Californie et maintenant il est sauvé. Bonbon attend son départ pour la Côte D'Azur, où il sera acceuilli par la SDA de Nice. Il espère trouver une famille ici qui l'aimera pour toujours.

Here comes Chester, 2 years old and weighing in at 10 pounds, this little guy is a Poodle just waiting to hang out with you in the South of France. He is, after all, a French Poodle and it is high time he went back to his origins in a loving French family, where he belongs.

Chester, un Caniche de 2 ans qui pèse 4,6 kg, attend qu'une famille Française l'adopte parce qu'il se croit Français et voulait absolument faire partie du Sauvetage Riviera. Il était, comme tous ses copains du Riviera Rescue, sur la liste rouge dans la fourrière de Los Angeles. Au lieu de se faire piquer à L.A., il se voit plutôt se promener comme un boulevardier Niçois au Cour Saleya avec sa famille adoptive.

Here's Dinky! He's a sweet, 2 year old Malti-Poo, weighs 9.4 pounds and though he looks like an English Lord, he's really just a regular guy who needs a loving home on the French Riviera. He's no snob, he doesn't care how old you are or if you have a villa on Saint Jean Cap Ferrat, he's be happy to lounge around with you and go on long walks on the Promenade des Anglais.

Voilà Dinky, un Malti-Poo (race designer Américaine) de 2 ans qui pèse 4,3 kg, ressemble à un Lord Anglais mais il n'est pas du tout snob. En fait, il s'enfiche royalement si vous avez une villa à Saint Jean Cap Ferrat où pas. Il se contenterait d'une belle amitié avec vous et une promenade sur La Prom!

Say hi to Mickey, a young pup (around 11 months) with a lot of energy, weighing 7.2 pounds. This adorable little guy is an Australian Terrier with golden eyes that will melt your heart. On death row in an L.A. shelter, he was saved so that he could come to Provence for a fresh start in life. Let us know if you can either foster him or if you'd like to adopt him.

Why take American homeless dogs to France when France has its own abandoned dog problem?

If the choice of small adoptable dogs is made available, ethical dog lovers will step forward to help. In America, there is such a surplus of small adoptable dogs, 25% of them purebred, that shelters are killing them (for lack of space) and in France, there are not enough small adoptable dogs and there are people who would gladly adopt them. With such an equation, how could we not save these lives? We have an obligation to step forward to save them. And that's what Riviera Rescue/ Sauvetage Riviera is going to do with your help.

Riviera Rescue/ Sauvetage Riviera is a program that pulls a manageable number of small adoptable dogs at a time. The dogs are sterilized, micro-chipped and vaccinated, quarantined for 21 days, treated (if needed) for respiratory infection or parasites and then flown from death row to freedom in France. We are planning the first Riviera Rescue this summer, with French and American media covering the story. A film crew will be documenting the rescue from the worst Los Angeles shelters of seven lucky dogs who will survive. It ill not be easy to make the difficult choices of which dogs will get the reprieve—it will be like Schindler’s list. But one successful Riviera Rescue will join French and American dog lovers in an important mission. Once the first seven have been rescued, we will be ready for the next airlift.

France et États-Unis : partenaires dans le sauvetage des chiens.

La France et les États-Unis ne sont pas seulement des amis et des alliés fidèles. Nos deux pays sont des acteurs de premier plan sur la scène mondiale de la protection des animaux et, à ce titre, nous devons travailler ensemble si nous voulons réussir à perpétuer notre tradition de respect et de compassion pour les chiens.

Chaque année aux États-Unis, cinq millions d'animaux de compagnie sont euthanasiés dans les fourrières municipales car il n’y a pas suffisamment de foyers pour les accueillir. Cette année, la crise économique a eu un effet encore plus dévastateur sur le sort de nos amis canins. Des dizaines de millions de propriétaires de chiens paient le prix fort d’une crise qui échappe à leur contrôle et l’impact de la crise va au-delà de la perte d’emplois et de revenus. Ce triste phénomène force une population économiquement fragilisée à abandonner à contrecœur ses animaux de compagnie bien aimés.

Le nombre de chiens euthanasiés va battre tous les records cette année.

La Californie est un des états les plus touchés. Les fourrières, qui déjà ne pouvaient garder les animaux de compagnie que pour une durée de six jours avant de les euthanasier, sont maintenant sujettes à de nouvelles mesures fiscales qui ne donnent plus que 72 heures aux animaux avant la mort.

La Companion Animal Protection Society (CAPS) s’est alliée à la Société Défense des Animaux à Nice et la Santa Cruz SPCA afin de mobiliser un programme de sauvetage. L’objectif du Sauvetage Riviera est de libérer les chiens adoptables d’une mort certaine dans les fourrières surpeuplées de Californie et de les transporter par avion en France, où ils seront accueillis par leurs familles adoptives choisis par CAPS et la SDA.
